GMT (Grenwich Mean Time) is the international standard for time.  England has the "base
time zone" and every other time zone is either plus (west) or minus (east) from there.  
The Asian cities are more than 8 "time zones" away from England and thus fall off the list. 
No big deal, as these cities are crowded and the languages are so different.
